GPU Nvidia GTX 460 Overheating to 61C, crashing games, hoping for a fix

So when playing games like LOL or HOTS I have been getting this error with my GPU saying it has crashed and recovered when I had never had a problem before. I recently did a clean install of windows 7 and after a week or two I started seeing the issue. I downloaded HWMonitor and what I am thinking is that the GPU is overheating as it spikes up to about 61 degrees C just before this error happens and crashes the games. I've tried re-installing drivers and legacy drivers and even removed the graphics card for dusting but had no luck. I was hoping to find a fix if anyone had any suggestions?

CPU Intel Core i7 (2nd Gen) 2600 / 3.4 GHz
Windows 7 64 bit
GPU Nvidia GTX 460
Product Line Dell XPS 8300

Personally, i would not say that the GPU is overheating. 61 Degrees is not hot. its warm, but far from throttling extent. Have you re-installed the drivers for the card? And i mean a fresh clean install? On a side note, I would say you would benefit from a better card too, as your CPU is very capable still! I have a 1st gen i7 and am running a GTX 970 very comfortably.

*Edit:: Check the fan curve for your GPU, after reinstalling windows and components, the fan curve and any other personal tweaks may well have been reset.
