Only part of your information is correct. Here are hte parts you are wrong about:
The whole system consumption with GTX 750 Ti is no more than 200 W. This is not always the case. This is actually subject to the other hardware installed in the PC. If you use a CPU that draws around 125 Watts then add a 75 watt GPU and figure in Hard drives/ Solid state drives, fans, Optical drive ect. the total draw easily will go over 200 watts.
Next is the officially recommended PSU is not 400 watts but 300 Watts.
