It's not about spreading out the power to multiple graphics cards per se, it's about distributing the power connectors. So the CPU power connector (4-pin or 8-pin), 24-pin connector, and the 4 PCIe connectors can be spread out.
Having multiple 12V rails like that is theoretically safer than the more common design with fewer (often single) 12V rail(s) that can deliver more current. It used to be part of the ATX spec.
The 30A 5V rail is more of an issue, it indicates this is an older design from when the change from 3.3/5V-heavy PSUs to 12V-heavy PSUs was still pretty new. But it doesn't look terrible, and Seventeam is a mostly decent PSU manufacturer.
I think the PSU is likely good enough for a 280X, but I'd want to check the rail distribution so you can spread the power draw of the 280X across multiple 12V rails. Normally it shouldn't be necessary, but the individual rails are a little wimpy here and it's an older design.
