Oh, yes, it's a weak card. If it were on the GPU hierarchy chart (http://www.tomshardware.com/reviews/gpu-hierarchy,4388.html), it would be very far down.
Let me break down for your how its hardware compares to the GTX 770 (technically same generation, although it came out a few years earlier), & why nVidia's MSRP was $400 for the GTX 770 vs. $42 for the GT 710:
■ 1/8th the shaders & texture mappers
■ 1/4th the render output units & bus width (64-bit vs. 256-bit)
■ DDR3 instead of GDDR5 VRAM
■~ 6% of the memory bandwidth
■ ~11% of the processing power (in terms of single- & double-precision GFLOPS)
So when a GTX 770 paired with a core i7, using Normal Texture quality, is barely making it past 60 FPS (http://www.techspot.com/review/991-gta-5-pc-benchmarks/page2.html), there's
no way you're going to get a playable experience with that GT 710 without dialing everything down, down, down.
For some products, you can rely on customer reviews. But for computer hardware, customer reviews only tell you if it "works out of the box" or not. For actual performance, you need to go to experts who actually test & benchmark it...or have benchmarked comparable or superior hardware.
