That cooler would provide very little improvment. If you got it for free then might as well, but otherwise would not waste the $20.
There are much better coolers out there, but then again I would advise you to save up for a better platform instead of dumping money into marginal upgrades

I don't know that I'd worry about spending more money on a cooler for an "A" CPU. But, if you do, I absolutely love these: https://www.newegg.com/Product/Product.aspx?Item=N82E16835118223

I have two of them, one is a zinc-plated cooper version that I just put on my new 1600x CPU and it's as good as it was on my FX-6350. I don't think you can argue with the results and user reviews. IF you need a low-profile cooler, then I'm sure the one you referenced will be at least as good and likely a bit better than the stock cooler.
