Overclocking GPU and CPU questions

Hello, this is my gaming PC and im trying to figure out a safe overclock setup to run without damaging my hardware. I've been using 3D Mark to benchmark but whenever I up my offsets, temp targets, and power targets my CPU performance seems to drop. Does this mean i must start overclocking my CPU??? PLEASE HELP me before I mess my stuff up lol. I just got into PC gaming and built this rig myself. Specs:
CPU: Intel Core i7-7700k Unlocked 4.2 GHZ
CPU cooler: Coolermaster Hyper T4 Direct contact
Motherboard- Gigabyte Z270X-UD3
Graphics card- NVIDIA Superclocked Geforce GTX 1070
Power Supply- EVGA 650 G2 80+ Gold Certified
Memory- 16 GB (2 x 8GB) ballistix DDR4
Storage- 1 TB desktop, 250 GB SSD
Case- Corsair Spec-02 Redshift
Operating System- Microsoft Windows 10 64-Bit

Take note that right now, the 7700k is having temperature issues, so you probably should not overclock it.

As for your 1070, just overclock it. There's no harm.

I've noticed temperature issues you're right about that...thought it was a problem with my thermal paste or cooling system. Glad it's not a system specific thing. Thanks for answering man!
