speed up computer

Hi, my boyfriend has tried everything to speed my computer up some. Here's what we have tried; defrag, less start up programs, settings, no proxy for fire fox, used clean up disk, services, maintenance, and I think a couple more but I don't remember and it's still slow as molasses when I try to connect to anything IE: fire fox, my home page, any searches from the search box's, when I am looking for something on Utube and click on a video I get the little ball rolling for a bit before it finally pulls up then sometime even stops during the video, trying to check emails and just about everything in general. Pleeeeze someone tell something else to try. The computer motherboard is a Asus with 8 gigs of ram, dual processor. Thank you so much in advance.
 
Solution
There is a lot of old tech there and only so much you can do to improve performance. A fresh install of Windows onto a SSD would help a lot, but only so much given the age of the components. Is there an option (budget) to build a more modern rig?

Yes very possible I guess. This computer was put together with what could be had at the moment. It ran great till a program called something driver wiped it out. My boyfriend downloaded it thinking it would find drivers and update them instead of primarily getting them from windows or micro soft. He's been in the dog house since. But after it was wiped out by that program another hard drive was put in and ever since it runs quite slowly. Thank you for your answers, we appreciate them.
