New ISP, slow Internet

I've recently changed my ISP to a new one that promised double internet speed (20Mbps->40Mbps) and it seems to work fine on all devices except my computer.
All other devices are connected through WiFi and my computer is through Powerline ethernet cable. I've tried to use a external WiFi card but something roughly like this popped up: "This card doesn't have a valid IP configuration".
Any idea what may be causing it? I just can't watch videos on 360p...

When I took the screenshot it wasn't as bad but it's normally around 1MB Download and Upload.

They are offering me the speed(I think) in all other devices but my computer, also I've had that issues with valid IP before with an adapter and Windows repair fixed it, not sure why it's not working now.

Just tested. Powerline is not the issue, direct ethernet cable from router to PC is still very slow.

I've tried installing a different ethernet port I haf spare and the issue persists.
Today I left a download during the night and after I came back the download speed is suddenly almost 3MB which is a ton seeing the situation. I'm so confused.

It fixed itself something weird is going on where my ISP is connecting me to a server in Spain (I'm from Portugal) instead of the Lisbon server that is 3x closer, I'll contact them. Thanks for your help everyone.
