GPU Install causing slow boot up

Hello,
So I recently tried to install my PNY GTX 650 again and I ran into an issue where the bootup takes longer. Specifically, when the computer is off and the power button is pressed the light on the button comes on then shuts down then repeats a second time. On the third time the computer boots up (about 15-20 seconds after pressing button) and shows the GPU details in the top left then it commences to do a normal boot. If anyone could help me resolve this it would be greatly appreciated.

Things I have Done:
Check if Fast Boot is on in the BIOS (it is)
Updated the BIOS
Cried :(
Updated Nvidia Drivers
Ran CC Cleaner on the Registry
Checked if there were any drivers besides my GPU in Hardware Manager

5/24 Update: Problem still persists. When the computer is left on and it falls asleep it will not wake back up.
