I want to upgrade my computer. Where to start?

I want to upgrade my computer but I don't really know where to start. Any suggestions?
Also my budget is under 250. I can go over if the upgrade is significant.

Here is my computer specs:
cpu - AMD fx 6300
motherboard - gigabyte 970A-D3P (AM3+ socket)
ram - hyperx savage ddr3 8gb cl11 2133mhz
gpu - AMD Radeon rx 480 8gb vram GDDR5
psu - cool master V 650
cpu fan - Cooler Master Hyper 212 LED CPU Cooler with PWM Fan, Four Direct Contact Heat Pipes, Unique Blade Design and Red LEDs
hard drive - Seagate 1 tb SATA
ssd - some hyperx 120 gb

should make sure to upgrade the bios to the latest when buying or do it in a computer shop for spare change.
 

Why is it worth the premium? For $25 more you get a slightly better cooler and more L3 cache (the slow one that makes very littel difference in gaming), a 1400 is fine for a tight budget.

That said, I'd get a skylake / kaby i5 over any 4 core ryzen
 


the 1500X already got a clock speed gain over the 1400. combine that with a b350, u can push it even more. u cant do that in a 1400 even with a b350 cuz it got a poor cooler like u said.
