Computer shuts down and restarts in loop after installing new RAM

After a series of defeats from trying to fix this problem, I have decided to create an account and ask my question here before I go on and buy/replace/exchange anything.

In short, I just partially rebuilt my PC by adding a New Hard drive and wanted to upgrade my memory along with it.

The Memory I bought is G.SKILL RIPJAWS X DDR3 1600 (8GB X 4) 1.5V with 9-9-9-1 Timing

For hardware specifications:

Mobo: MSI Z97 SLI Krait edition
CPU: Intel i7 4790k Devil's Canyon
PSU: Thermaltake 650W Bronze

The problem is that when I try to fill up all four of the DIMM slots, my computer starts up, displays nothing on screen, then shuts down after about five seconds, and then will restart again, and preform the same loop over and over, until I flip the kill switch on the PSU. Whenever I run one or two pieces, it boots up normally like intended.

At first I thought maybe it was because I ordered two separate packages (two 2-packs of 8GB), because I read on a couple forums here that separate packs might not want to play along with each other, so I returned them and bought a four pack of 8GB sticks. Same results occurred.

I checked on MSI's webpage, and the RAM is listed as compatible with the mobo, so I'm leaning towards the possibility that the slots may actually be the issue here.

I'll list everything I've tried here:

-Ran each piece standalone (they all worked)

-Ran a dual channel setup, with pieces being in slots 2 and 4 (same result, shutdown/restart loop) (Also, I placed them there, but I'm unsure if there's something in my BIOS I have to set to run in dual channel mode, nothing Is mentioned in the manual)

-Reset CMOS battery (nothing changed, I know the reset took place because my password got removed for BIOS)

-Tried to adjust frequency and voltage, by enabling XMP (frequency changed to 1600 MHz, but the DRAM voltage would stay at 1.488V and wouldn't let me adjust that.)

-Updated my BIOS (no change)

I have tried searching for answers on other questions similar to this one, but all of them were either left unsolved or fixed by one of the many things I've listed above that didn't work for me.

I should also mention that I have not installed any of the drivers for my motherboard (chipset, sound) since the Hard Drive swap, Only my OS and a few other drivers for my accessories (headphones/Xbox controller).

Thanks for reading and I hope this is solvable.

Solution
there might be some dust in the ram slots that is blocking contact. try cleaning it out and try again. if it doesnt work, a new motherboard is needed.

Thanks for the quick response, don't know how I didn't think of doing that.

I checked each slot individually and it turns out both the third and fourth slot aren't accepting the memory.

I should also mention that those two slots are exceptionally more difficult to place the pieces into, I'm almost forcing them in as it seems.

but anyway, would this be grounds for buying a new Mobo? The last thing I'm going to do is take out to board, and put in each piece first, just to make sure they're going in all the way
