Can anyone tell me how to build a server my budget is 750-1000$ this will be for MineCraft modded and non modded.

A server can be no different than a Windows PC. The same hardware can be used, or more purpose built hardware can be chosen. The OS is usually the biggest difference between a server and a desktop.
