GTA V CPU usage is 100 and GPU 40 is this bottleneck

Hey I am getting very bad fps lately I observed that my CPU usage is 100% and GPU is is around 35-40% and at times when my GPU jumps to 80-90 and the FPS gets better but that's only for 5-10 second. And there are no heavy program running in background either that uses lot of CPU.

CPU FX 6300
GPU MSI gtx 750ti twin frozr
Mobo 970 gaming
16GB RAM

Is there anything I can do? Will upgrading to fx8350 help?
Of I should increase my vram?
Or should I try to OC? I never over clocked my pc.

What are your temperatures like when gaming? When you say bad fps, how bad?

Temp is 20° degrees for CPU and 42-45° GPU
An avgrage of 24-29 fps

^those temperatures are not gaming temperatures. They look like idle temperatures to me.

30fps with the FX-6300 is very low, you should be 45-60fps even at stock settings.

Upgrading to a fx8350 is a waste of money

Better save up for a complete overhaul (motherboard, CPU, RAM) in the future.

Set your settings to Very High/High In GTA V and reduce Population Density to 0 that will increase your GPU usage and lower CPU, you can even use MSAAx2.

Honestly when upgrading I'd go for an AMD Ryzen.
Your CPU ain't bad it's just old and aged by now.

By going for a Ryzen 1500X or 1600 you can fit in a new GPU as well.
In your price range Intel is just overpriced imo.

Can you check the temperatures under stress again and report back, I'd be expecting 60 degrees for cpu not 20

Yep looks like something is wrong here with BIOS settings, you should try and reset BIOS to Default/Optimised one.

So I checked the temperature as soon as the benchmark got over and CPU was 20-21 C and GPU was 34 C

Still go and try and Reset, maybe over time something changed during sudden power loss or PC Crash. It is just a few clicks and worth trying if it is gonna fix your problem.
