GTA V CPU usage is 100 and GPU 40 is this bottleneck

Hey I am getting very bad fps lately I observed that my CPU usage is 100% and GPU is is around 35-40% and at times when my GPU jumps to 80-90 and the FPS gets better but that's only for 5-10 second​. And there are no heavy program running in background either that uses lot of CPU.

CPU FX 6300
GPU MSI gtx 750ti twin frozr
Mobo 970 gaming
16GB RAM


Is there anything I can do? Will upgrading to fx8350 help?
Of I should increase my vram?
Or should I try to OC? I never over clocked my pc.

Well that is cuz you are in Menu and CPU doesn't need to work that hard.
Try to reset BIOS few times and dont forget to save it when you reset settings.
Also try to Flip that Slow Mode Switch on motherboard, maybe it is turned on and cuz of it you stuck on min speed.

Dang everyone keep telling me that... Suggest me a decent Mobo cpu ram within 450$ I want to go in to Intel this time I am done with AMD

Don't you think i should upgrade my GPU as well? or 750ti is ggod enough to handle the games around 40-45 FPS with that component's?
P.S. 3DMark is installing.

Your cpu looks like it's throttling, turbo clock should be 4100 not 1400

Can you check the temperatures under stress again and report back, I'd be expecting 60 degrees for cpu not 20

So I checked the temperature as soon as the benchmark got over and CPU was 20-21 C and GPU was 34 C

I never changed any values in BIOS it's all default values

Still go and try and Reset, maybe over time something changed during sudden power loss or PC Crash. It is just a few clicks and worth trying if it is gonna fix your problem.
