Computer freezing for 1-2 minutes then super speeding to catchup

Hey guys!

Recently I've been having this REALLY annoying issue with my rig that I can't quite put my finger on. I have had my rig for over a year with no problems. Basically what's happening is my PC will go unresponsive to any clicks or keyboard input (even ctrl+alt+del) for about 1-2 minutes. The start menu also goes unresponsive as hovering my mouse or clicking on anything on the start menu will produce absolutely no effect. The strangest thing about it all is that most of the time when these freezes happen, different games/applications respond to the freeze differently. For instance, I have two monitors and I'll be playing Black Desert Online on one while I browse on the other monitor. I'll click a link on a website and the website will sit there looking like its trying to load, but its actually doing nothing. Then I try clicking over to another tab in Chrome and while yes, I can click the tab, trying to load up ANY website results in trying to load the page UNTIL the freeze finishes. Then I notice Chrome isn't the only thing not responding or loading. I look over at my game and my inputs aren't registering. Clicking buttons and such does nothing, yet people are still talking in the chat, running around me and fighting. Other games like League of Legends I never experience any of these things, so while every other application will be frozen and unresponsive, League will continue running just fine as if there is no problem. However, if I alt-tab out of League it then becomes unresponsive or completely frozen as well.

Other times its a hard freeze in which not only are inputs unresponsive, but the applications themselves are going unresponsive as well. Chrome will be going white screen, black desert will be frozen in time (similar to old Windows95 freezes).

Now, every time any of this happens if I wait about 1-2 minutes everything SUPER SPEEDS back to working. Any clicks or inputs that I did DURING these 1-2 minutes finally register in the exact ORDER that I did them. Applications go crazy for a second as they finally register all the inputs that I did and then they're back to normal. This will happen about once every 30 minutes to once every 1-3 hours depending on the night.

I have ran Memtest86 for 24 iterations and zero errors with my 24GB ram last night.
I have ran Furmark's Burn-In test which results in an average of 147FPS and GPU temperature never getting above 72 degrees C at 98% load. No bluescreens, artifacts, or crashes, and no freezes.
I have monitored my heat levels during gameplay and other various times and my GPU never exceeds 60 degrees Celsius and my CPU stays at about 40-45 degrees celsius (though it did reach 52 degrees for a split second at one point)

My rig:
250gb Crucial SSD (OS and applications)
Western Digital 500gb (data, game saves, backup)
Gigabytye 990fxa-UD3 motherboard
FX 8150 (no OC)
EVGA GTX 1070
650w PSU
24gb ram

Nothing critical. :/ Nothing happening during the times/dates of when the freezing is occurring either :/

EDIT: Is it possible that it could be my wifi dongle? The reason I say this is because our ISP has been crapping out really bad lately and the internet has also had internet times where its cutting in and out. I'm always able to continue communicating with my buddies through Discord though, during these freezes, which is the strange thing.

Could it simply be my CPU overheating perhaps? What is a safe temperature for my CPU (FX8150 4ghz) to run at before seeing hang ups and issues? Because right now I've got Black Desert Online open and League of Legends open and speccy is showing my CPU at 63 degrees Celsius.

Install AMD overdrive and you will be able to see your thermal margin.

That sounds too hot for a FX cpu to be honest, especially as you probably arent at 100% load.

Just installed Overdrive. What thermal margin numbers are acceptable? I'm looking at my Voltages for my CPU and I'm wondering if there might be a problem here though. The CPU VID is set at 1.3125v but the actuall current voltage keeps fluxuating from 1.3875 and 1.4250v. Is this normal?

EDIT: Core Temp says my VID by default is 1.3875 so those voltages are actually what they're supposed to be.

Any programs that have been installed since then I have uninstalled. I tried moving my computer a few extra inches away from my desk for better airflow as well. So far it hasnt locked up since this morning after these changes. We'll see i guess

Under 100% CPU load, you would want a postive margin of 10-20'c. If you are getting below that or negative margin then its getting too hot.
