The case dimensions don't really tell us much. If you have these parts, simply measure from the base of current heatsink to where the top panel is. That will set the max CPU cooler height.

The M9i only supports LGA 115x sockets. LGA 1366 is significantly bigger.

I wouldn't trust such small coolers with 130W CPUs. You'll need something with some decent mass which means it may cost more than $25.

Really comes down to how much height you have to work with though, and I can't find the max CPU cooler height for that chassis.

All the way up to the parts like the Hyper 212 from Cooler Master or the Deepcool Gammaxx 400, but those are rather tall.
 
Actually, the 212 EVO has competition within its price range that outperform it: Cryorig H7, and DeepCool Gammaxx 400. If clearance is an issue you may want to look at the Cryorig C7.

EDIT: the C7 looks like it doesn't support the LGA1366, however, the C1 does (and engineered for ITX case space.) And the H7 Quad Lumi comes closest to fitting with LGA2011-x compatibility of the H7s. The H5 will fit the socket though.

I wasn't referring to the 212 Evo, just the Hyper 212. Not entirely sure why they don't give it a more distinct product name. It is only $20 at the moment.

I typically don't recommend the Evo 212 because it is one of the tallest heatsinks out there. Doesn't fit everywhere, and for some the mounting is difficult due to poor instructions.

I doubt that rack chassis has cutouts on the back, so really this would also need to narrowed down to parts that don't require a backplate.

Really rack mount class coolers are probably the way to go for ease of use. Unless noise is a big concern.
