i5-4670k bottleneck for GTX1070?

Is my i5-4670k making bottleneck for my GTX 1070?
When playing the CPU is 100% used and it makes the game stutter. How i can prevent that from happening?
CPU is overclocked from 3.4Ghz to 4.2Ghz and doesen't make any difference if the CPU is overclocked or not. Temperatures are between 40C and 60C (CoreTemp)
Mainly play Rainbow 6: Siege (1080p) Fps mainly 120-160 but it time to time drops to 60-70 and couses lag spikes and stuttering.
Can monitor couse FPS drop or overall stuttering?

Have you tried setting Windows in High-Performance mode in the power plan?

And you can set the Power Managment Mode in Nvidia control panel to Prefer Maximum performance, it doesn;t allow the card to downclock to a real low power state when a light load in on the card, although this setting sometimes causes issues even with demanding games.

Only Discord, sometimes I have dual monitors but it doesen't make any diffenrence.
 
First, the monitor is a passive piece of hardware that does not affect your active PC hardware. It only does what it is told from your PC. In your case, it can only spit out 60FPS at 60Hz, so any more FPS will cause it to throw up, so to speak (stutters, screen tears, etc). Regarding bottleneck, I am running a 970 SLI rig which is about 10% faster than a single 1070, and am far from being bottlenecked with my 4690K even at a mild overclock (4.0GHz), let alone at 4.7GHz.

With that said, why are you running such high FPS when your monitor is 60Hz? Turn V-sync on and watch the stutters go away. That, or buy a G-sync 1080p monitor and enjoy your GPU's horsepower and smoother gameplay at higher FPS. *Or* upgrade to a 60Hz 1440p monitor (which is what I'm using). You are way under-utilizing the power of that GPU at 1080p.

So, I should just buy a new monitor and the stutter is gone? If i turn the v-sync on, there's no possible way to play anymore, stuttering and lag is so high that the game isn't playable anymore.

Same kind of issue with bf1 but not as bad when playing Rainbow6. It's so annoying couse I can't figure out why its lagging...
