Need Help Very Fasy PC PROBLEM

Hi ,

I just built a new pc
Everything set up (i built about 9 PCs and everyone is working fine)
Components:
MDB Asrock h110m DVS 2.0 (used 2 months with an i5 6600k , working perfectly on my pc in the day i swaped it to the new case)
CPU i3 7100 with stock cooler (brand new , sealed)
HDD Toshiba 7200 rpm 32mb cache 1TB (brand new , sealed)
PSU 500 W Intertech (brand new , sealed)
RAM Kingston CL15 4Gb 2133mhz (brand new , sealed)

The problem is that the PC is restarting (after 10 seconds) and No signal on the monitor.
I cant enter the bios cant install windows.

Things i've tried without succes :
- ejected the battery from motherboard for 1 minute and put it back
- changed PSU with my PSU (that used to supply the mdb before and was working)
- changed the ram slot and ram memory with a HyperX Fury 8gb 2133
- powered on without the HDD connected to the PSU and MDB
- powered on with only the CPU and PSU connected
- disconnected the power cable and hold the power button for 1 minute then tried to power it back on
- changed 3 monitors and changed signal source (DVI or VGA)
- tried to plug an external GPU (1050 TI)

All things possible ... but still no result !!!!!!!!!!

Can someone help me ? I'm out of any ideas :((

I need an answed ASAP , its the 3rd day im trying things and my father in law is kinda going mad .... HELP !!!!
 
For Intel 100 Series Chipset motherboard like your H110, you need to use a 6th Generation CPU to flash the BIOS in order to use a 7th Generation Kaby Lake CPU. An Intel Celeron G3900 is about $45.

Most people use the Intel 200 Series motherboard, like the B250 that does not require a BIOS update for 7th Generation Kaby Lake CPU.

Ok , i put back the 6600k on the mdb , but no result , it does the same thing ... Even with the stick with BIOS update files in the usb port it does the same thing ... i have no idea

Reset CMOS the PC must work to update the BIOS.
