ASUS MoBo CPU-LED Steady due to PSU???

Replaced blown PSU and added new tower with more fans. Started getting periodical CPU-LED steady light on boot with no display. Tried troubleshooting the issue and couldn't find the problem. Randomly, after turning off power from tower button I also hit the switch on the PSU to totally shut down all power. Then reversed the process; turned on PSU then the system power. On boot, CPU-LED light blinked once (no steady) and system display went to BIOS screen with error message saying "Overclock Failed" I then have to go into the BIOS screen in order to boot. *NOTE - CPU is NOT overclocked.
This happens every time I boot after turning off the tower & PSU. If I just turn off the power from tower button I get CPU-LED steady light and no display on boot. Only way to get system to start is by shutting down PSU. But, boot takes me into BIOS.

I'm really not sure where to start to fix this problem....

Solution
The blown PSU may have damaged the motherboard, but I'd first replace the battery because the CMOS settings should be retained when you power off the PSU.
