CPU Temp Suddenly 99c+? Help?!

I was watching youtube when suddenly the video I was watching sounded like it had buggy sound. As i glanced over to look at my PC window I see that my motherboard is reading 99c on my CPU. I immediately turned it off and let it rest for a while.

Thinking it might be thermal paste (even though I applied new thermal paste about 2 weeks ago) I replaced it, thinking maybe i did something wrong.

After I reapplied the new thermal paste I carefully watched the CPU temp reader as it was booting up.

When I initially clicked the power button it was reading 45c. But as it approached the Windows login screen it began climbing. As Windows was booting up it was around 85c-approaching 90c.

I quickly ran Real Temp and opened up task manager. Real Temp confirmed that my CPU temp was at 93c and going higher. But what was weird is that Task Manager showed that it was at 15% CPU usage.

After that I reset, checked the BIOS to see what's up. I'm at base clock, 3.5ghz and temps are 85c on BIOS.

What could be my issue?

I think you were right. I never had this happen to me before. The issue kind of resolved itself in a way.

What happened was I changed my thermal paste a second time today because I think I may have put too much previously. I restarted my computer, it was idling at a fairly high temp, 55c, but I was just glad it wasn't 99c. I just let it sit for a while, all while keeping an on the CPU temp.

As I was browsing on Google Chrome the CPU temp was currently sitting at 75c. Then for a quick moment I heard, what I believe to be water within the pumps and after I heard that I saw my my temperatures just drop immediately from 75c to a flat 30c.
