MSI B350 Tomahawk - Solid Red LED for CPU no post

Hi I just built my first PC and my motherboard in the title paired with Ryzen 1700 has a solid LED for CPU on ez debug. I have tried all info online so far such as moving ram, trying another module, trying a different slot, I have switched out spare gpus i have checked the 24 pin & 8 pin already. I tried plugging cooler into cpu fan and pump fan pins but that didnt change anything either.



I did check the cpu to see if its warm and it is so thats making me think mobo is DOA any other opinions or help before I try getting a different board?

None of the other leds turn on, if i remove the ram the led for dram comes on so im kinda stumped if cpu is bad or the motherboard.

I went to Fry's Electronics a nearby electronic store in another city here and they let me test one of their open box AM4 motherboards and it had the same problem, solid CPU LED. So with that in mind I will RMA the CPU before I RMA the mobo as the motherboard seems to be working just fine.

This sucks though because the CPU looks fine with no noticeable defects or bent pins & the chances of having a DOA cpu is slim.
