I'm helping my friend build a pc with these specs
Msi Radeon rx 470

Msi b250m pro-vd

Intel pentium g4560

Ballistix sport 8gb ddr4

Evga 430

Blue 1 tb

Should I go for the rx 570 and if so would I have to upgrade the psu.

Solution
So you understand the 570 is just an overclocked 470? They do tend to clock higher, so it might be worth the extra money. You can basically look at the difference in frequency between the cards and that'll tell you (roughly - but close enough) the difference in performance. Compare that to the difference in price and you can make an educated decision about which is the better choice.

It's not a bad idea to upgrade that PSU anyway.
~$45 gets you an old-but-solid non-modular Seasonic 430W with a 1x6Pin and 1x6+2 Pin https://pcpartpicker.com/product/4Vzv6h/seasonic-power-supply-s12ii430b
An extra $5 gets you the newer and (semi) modular Corsair CX450M (2x6+2 pins): https://pcpartpicker.com/product/FQ648d/corsair-power-supply-cp9020101na...

Either of those are good PSUs which should work well.

Just to reiterate from my first post, the RX 470 and RX570 are both based on the same Polaris 10 GPU. The RX 570 has some incidental tweaks, basically an extra memory state (power saving), but the only difference is that the 14nm LPP process on which their based has been gradually refined over the year since the RX470/480 was launched, so the newer GPUs can run at slightly higher clock speeds. That's it... that's the extent of the difference between RX 470 & 570.

Loads of retailers have stocks of 470s left which some are selling with healthy discounts. It makes sense to clear out old inventory. So OP, like I said, you can basically look at the frequency and cost difference between the cards and make a decision about which one is better value.
