Very Strange Problem (Mainly FPS)

Here are my specs straight from Speccy:

Operating System
Windows 7 Ultimate 64-bit SP1
CPU
AMD Athlon 64 X2 6000+ 55 °C

RAM
8.00GB Dual-Channel DDR2 @ 376MHz (5-5-5-15)
Motherboard
ASUSTeK Computer INC. M2N32-SLI DELUXE (Socket AM2 ) 58
Graphics
3072MB ATI AMD Radeon R9 200 Series (XFX Pine Group)
Storage
931GB SAMSUNG HD103SJ SCSI

To put it more simple, dual core 3.0, fxf 280x black dissipation edition, 8gb of ram

I get an average of between 10-20 FPS on gta (Surprisingly) and its actually playable, like I can play it without getting too annoyed or anything.

But I get an average of 10-40 FPS on Gmod, and when it drops below like 20 it starts to look like it lags bad and its hard to play. (Another note, this is on TTT, i seem to get different fps on different gamemodes, like sandbox I get more, I mainly get more with slower paced games)

Im basically playing a super heavy game on a potato at bad fps, but running a old light game thats meant to be ran on a potato at almost the same, it only goes to 40 fps when I stand still or dont move much, but then drops to 20-30 when I move around.

I should be getting more fps on Gmod! Whats the problem here???

We can't explain every miracle here :p But keep in mind as i said game optimization, maybe gmod is bad optimized from the developers.

Thats what im saying, super low specs, but I can still play GTA at a playable fps, sorta, but cant play a game that came out in 2004 with that good of frames. It seems like I get shittier FPS when I put everything on low on Gmod
