Now, I have 16 gigs of RAM installed onto my PC, but I found some of my games were being rather glitchy and not wanting to cooperate. After updating my graphics drivers, reinstalling the games, several restarts, etc, I went to check the task manager. For some reason, I'm using between 93% to 97% of my RAM without even running a game. The most disturbing part is, I've added up all of the processes, and they don't even come close to equalling 16 gigs. Is there anything I can do to solve this? Or perhaps it's meant to be this way? I don't know, I'm just rather concerned, because my CPU and Disk and running between 5-10% and 1% respectively, so my RAM is causing some issues.

I have looked at the resource monitor and it says around 15,500 MB of RAM are in use with 570 on standby and only 183 free, could there be a reason for this?

Solution
Probably a memory leak in some software, you're using.
Try closing them one by one and see, how that changes memory usage:
twitch, discord, chrome, Razer Synapse, Teamspeak, Avast.
