Help, new GTX1050ti Failure boot

Why new VGA Manli GTX1050Ti 4gb ddr5 failure boot on this spec:
Mobo: Gigabyte H110M-DS2 (Bios Version F21)
Pro: Intel i3-7100 3,9 Mhz
PSU : 500W
RAM Viper 2x 4GB (2400mhz)
HDD: WD blue 1TB
OS: Win 10 64bit

Because i have stuck on booting, no display on HDMI monitor from GTX1050Ti card( fan not spin)
and Mobo sound 5 short Beep.

Need solution for that..

Then it may be the PSU that's inadequate for the 1050 GPU.

I just have idea to try reset CMOS .
Now bios set to default.
Entering window10 with DVI onboard.
But GTX1050ti fan not work and still not detect if check on display driver at Win10 64b.
