There are two different types of usb 3.1.
USB 3.1 gen 1 (which is usb 3.0) and USB 3.1 gen 2 (which can support up to 10gbps and other features if implemented such as thunderbolt 3, power delivery 2.0, etc).
Your motherboard only has a USB 3.1 gen 1 header so you will be limited to that bandwidth of 5gbps. Whatever you plug into...

The second connector is a SATA power connector which you need to plug in from your power supply.

It's up to the manufacturer's choice in how they design their products. It will still work as intended.
