GPU performance drop overnight

Hello it's my first time posting here.
I have recently built a PC 2 months ago and have been gaming on it perfectly fine.
I installed RGBfusion and appcenter last week and thats when the problems came up.
I usually cap my fps at 60frames so I couldnt tell the fps before the problem happened.
my fps ingame started to drop as low as 5-10 and no matter how low I set the graphics there doesn't seem to be an improvement in performance at all
my specs are
CPU : I7-7700 4.0ghz
GPU : GIGABYTE 1070 Windforce OC 8GB
RAM : Corsair Vengeance 16GB 3000MHz DDR4 DIMM CL15 (2x8GB)
MOBO : Gigabyte Z270X-Ultra Gaming
PSU : Corsair RMi Series RM750i 750 Watt 80
im using stock fan for cpu cooling
Temperature hovers around 40 in idle and 50-60 under load
benchmarks using Nova bench

Microsoft Windows 10 Pro
Intel Core i77700 3.60GHz @ 3601 MHz
Graphics Card: NVIDIA GeForce GTX 1070

CPU Tests (Score: 956)
- Floating Point Operations/Second: 206545296
- Integer Operations/Second: 1353152008

- 3D Frames Per Second: 1347

Hardware Tests (Score: 30)
- Primary Partition Capacity: 111 GB
- Drive Write Speed: 262 MB/s

I have tried a clean install of all drivers

That GPU score looks way low. Use DDU to remove the driver, and then reinstall it from scratch. Also, you said that you installed RGBFusion and Appcenter, try removing those and see what happens. If removing those fixes it, reinstall them one at a time and see if the issue reoccurs.

I removed both apps,
I have noticed while in game the gpu clock speed is locked at 700 instead of 1500

I found the problem, somehow gpu was being locked at 700 so i changed it in bios . Thanks for your help
