High ping in all my house computers and devices

Hi,

From one day to another my ping in every single game and even when pinging websites has gone from 110~190 ( I live in Angola ) to 364~371 and after a month of talking to my isp and showing tracert results etc yesterday morning my ping turned to 459~464. I'm going to present here all the test results and fixes I tried, but my question is where is the problem and how can I fix it and if it is in the ISP end, how can I tell them and explain.

PS: I use a Wired Connection and my Router is a Huawei Echolife HG8247H

Starting by the troubleshooting I did:
- Router restart
- Router factory reset
- Router positional change
- Better Router Cable management
- Replaced Cables
- Malware/Adware Removal
- Factory reset my PC

Test Results:
- Speedtest my ping is 2ms and 2 jitter.

To sites like facebook, twitter, instagram it's all the same, in 2 months only 3 times I had my ping back to normal and it was only for like 30 minutes, I always get excited when I do the ping command in the cmd and just start playing to make use of the time, so I always forget to run a tracert to try and figure by myself what is different from when the internet is bad.

I had 2mb/s internet, so my ISP said it was because I had low bandwidth for the amout of devices I had in my house (4, 3 pcs 1 android phone), So I upgraded to 8mb/s and I had still the same ping and a few days later 100+ more... I'm really desperate, 2 months that I can't play properly ( before I atleast could have fun with my portuguese friends), now it's just unplayable, my ISP can't seem to do nothing, I tried checking a lot of forum posts but nothing seems to work and I can't seem to find someone that has every computer in his house with high ping, only with one and that's not my case.

One thing comes to mind, but you probably tried it already. Plug out EVERYTHING including your router, and cable the modem directly to 1 pc.
My parents had 2mbit, and only 1 pc connected, but the issue was the 3-4 iphones laying around draining the internet. In this case it was caused by extremely poor upload speed. Whats you up speed? If you are down below 0.5 mbit, simple web stuff can drag it all down fast. If your 8mb/sec has the same upload speed, it will be the same thing.

My upload speed is 2mbit, I only have 1 android device at home and it's not even mine, so most of the time I'm alone at home from 8 am to 6pm and the only thing connected to internet is my computer, what I did was to turn off my computer and turn on one device on test the ping and so on, got the same results in every computer, note that this ping is constant no matter how many computers I have connected to the internet aparently
 
You can do nothing to fix the internet itself.

Now you can not be 100% sure but if you look you see no issues in the first couple of hops. These are likely inside YOUR ISP network which is appears to be called tvcabo. Starting in hop 6 or so they connect to another ISP angolacables. 53ms is kinda high but it depends how it is connected. If you continue hop 8 you go to another ISP....Google in this case. There still is no real issue. Then in hop 9 you see the large latency jump. It really depends where those routers are, it is likely in a country far away but with numbers this high it could be a satellite link.

Still what can you or even your ISP possibly do. Call up google and say "Ummmm I think you have a problem in your network". Even if they talk to you they will think you are a scammer. The only company that would likely get a response is the ISP that is directly connected to them.

Other traffic may follow different paths. Angolacables connects to many ISP so it may not be all sites affected by this.

There really is no way for a end user to fix this other than go to another ISP that has better connectivity and that may not be possible. A small possibility is that you can find a vpn provider that has a better path. This tends to be lots of work to find if it even exists. What you hope is your ISP has a path to a VPN provider that is very fast. So you take this path to the vpn provider. You then get a different IP...you have in effected hired the VPN provider as your ISP. If you are lucky the path from the vpn provider data center may have different ISP connected so you use a different path. This is very much a trial and error thing, you likely need to find a vpn provider that has a data center in a city near you and then hope it has better international connectivity than your ISP.

Thanks for the in-depth answer, but I would like to add and ask, what if every other person in my town that is using tvcabo don't have the same problem as me? Because I know a lot of people that play with me use Tvcabo and don't have the same problem, they have 110 ping while I have the 450 now, that's why I thought this is something in my end to fix.
