You will not have a video card or a legal OS setup, or a monitor, or keyboard or mouse for this budget if you want a decent upgradable system. CPU, Motherboard, Case, PSU, hard drive and RAM are the bare minimums you need to have a booting system and that is all of your budget even if you buy lower end parts.
The Intel Pentium G4560 Kaby Lake is good for a starting...
Your best bet is looking at what's used in your area if you want an i5. A brand new CORE i5 alone will cost 2/3 of your budget.

I've been able to find some nice stuff on ebay that I almost pulled the trigger on before. Try seeing what mostly together / fully together used machines are. They won't be top of the line but they'll be good value.

It will be a complete set good for gaming in your budget. I read this on some other post. It will be around $350, so you can drop things whatever you want to drop as per your requirement and stuff you already have.

A Gigabyte H110M-A should do the trick.

Any recent mainstream GPU should work in this generation of motherboards don't worry.

The Intel Pentium G4560 Kaby Lake is good for a starting gaming system, is $70 and has 4 threads. For a budget build, I would go with that CPU instead of the i3 which is quite a bit more.
Keep in mind you will not have a "gaming" system till you can get a video card for it.
