Ryzen 5 1600 only 37% usage under stress

Not in a cpu stress test, it should not put much if any load on the gpu. I just tried the cpu-z stress test and my 7700k went right up to 100%, it could be that that test was not updated for ryzen or its not using all 12 of your threads. However cinebench should be. Try prime95 or some other stress test and see if it still not going to 100% usage.
BIOS is up to date, Chipset I am checking now? would this really need updating? CPU temps are around 40-45c. My CPU usage is running at 100% now whilst being stress tested but my cpu core clock is showing two different readings

I am noticing some sluggishness with my PC, being slow to download files from Chrome, Closing applications seem slow, extracting files from within my ssd seem slow too.
