i dont want to change something from this build because its going to be on my max budget.

First off, save yourself a few dollars and grab the i5-7500. You can go with the Ryzen 5 and a B350 but that's up to you. Also, use that savings and get a RX 570 as well. You may want to consider a different PSU, how about https://pcpartpicker.com/product/DPCwrH/seasonic-power-supply-ssr550rm ? Lastly, when you get a chance 16GB is probably the best to go with right now in gaming. You honestly do not need an unlocked CPU, with everything else pretty much low-end.
 
This system will be perfectly suited to 1080p gaming at medium to high settings for modern titles and high to ultra settings for somewhat older ones. You should push plenty of frames for games like CS:GO as well. overall this is a solid system with no real downsides. In the future you could consider upgrading to a more powerful GPU.

One thing you should really consider is getting a Rx 570 instead of the older 470. they are the same price and the 570 has a bit more performance.

Overall this is a good mid-range system and a well balanced first build.

Looks good except for the PSU. The only good CXs are the CX450m, CX550m and the CX650m all the others should be avoided. Here are 4 that are not only better but cost less(and yes 450w is plenty for your proposed build).

If a higher quality PSU costs more drop the CPU down to a cheaper non k version(can't over clock on a b250 anyway). Do you have a link(s) to the site(s) you plan on buying from?
 
A great place to calculate wattage is using PcPartPicker. They don't have Greek function, but I choose Itatly. Of course prices may be different, but here is a good starting point and should give you a general idea.

well i dont mind to give 980€ , i just wanna make the job right .. so iam gonna ask you .. is this build better than this i already got (even if i change rx470 with rx570 and psu)? i mean .. about gaming etc on 1080p high-ultra etc ...

Your build will work just fine, but wanted to save you a few bucks. Again, this is just a guideline for you to search for parts in Greece. You can game on high-ultra settings, but don't expect amazing FPS. Aiming for medium to high should work just fine though to maintain a nice 60 FPS.
