Tried resetting CMOS. Using default BIOS (load optimal), 5960x has turbo boost up to 3.5Ghz. I have my turbo boost enabled. When stress testing, cpu won't go above 3Ghz. No problem with temperature, no throttling, just stay at 3Ghz during testing. Mobo is Asus ROG Rampage V. Why does this happen, any help are appreciated! Feel free to ask if more info are needed!
Also these info are listed in BIOS' CPU Configuration (only info and can't be changed). No idea why the Max Speed is set at 3000 Mhz.
