The CPU is only around %15 faster, this percentage mainly applies for video editing and workstation etc... when comparing it to games you will barely see any difference. I have no idea why you made that decision for gaming

Depends on your budget. I would recommend maybe starting with an i3-7100 or a RyZen 1400.
