My Graphics cards fans are not spinning after hitting 60 degrees even at 80 and above the cards fans are still not spinning

Are you sure the temps are hitting 80c? These cards are designed to not start the fans until it reaches 62c and above, so if the temps are as high as 80c, there is definetley something not working. Check the BIOS and see if everything is running stable.

Yes, I am sure that the fans do not spin even when the temp reaches above 80, the time the fans spin is when I turn the PC , they start spinning then never turn on after. And I am not sure what to look for in the BIOS

its happening again the fans are not spinning, so once I access boot options and if I dont see my gpu on the boot options what do I do?

Your graphics card is obviously running into lots of problems. You need to go to the company's RMA process (MY RECOMMENDATION) if your graphics card is still in warranty. If this keeps going on and off without the fans spinning, and now the BIOS not even detecting the card, it will have more faulty features in the future if you keep and try to fix the card rather than going through the RMA process.
