Black Screen Wit New Graphics Card

Today I received my new graphics card in the mail. I am upgrading from a GTX 1050 ti to a GTX 1070. Upon installing the new card, the screen would light up, confirming it actually connected, but the screen would be black. Nothing else, and the other components like the hard drive wouldn't continue to start, it would just be dormant but still turn on. I tried to install a driver, but the install disc can't do this without the card installed. I tried putting both cards in at once and connecting it to my old card so I could get the driver, but the same result as putting the new card in it alone, no progress. No signal from my old card like this either, not even the screen lighting up. I have no built-in GPU, so my old card is the only thing I can use. I feel out of options, as suggestions on similar forums have been no help. And suggestions or ideas is greatly appreciated.

CPU: AMD FX-9590
Motherboard: MSI 990 FXA Gaming
Ram: 16gb
Old GPU: EVGA Nvidia GTX 1050 ti
New GPU: Zotac Nvidia GTX 1070 mini

My power supply is an EVGA 600w psu, and yes I connected the 8 pin. I will try updating my bios as soon as I can. And let you know if it worked.

EDIT: My motherboard already has the latest BIOS. No luck there. I also checked the voltage on the PCI-E connectors on my psu, they are working fine.
