CSGO Ryzen 7 1700 gtx 1070 sub 100 fps

about a month ago I bought a ryzen 7 1700 and a gigabyte x370 gaming 5 and I was starting to get back into csgo and I noticed it performed noticeably worse than my previous 6600k, as in sub 100Fps at 4:3 at 1280x1040p ive ran the csgo fps benchmark and I noticed that the utilization for the cpu never broke 20% than I ran a synthetic benchmark the New Superposition Benchmark and also noticed the cpu utilization did not break 20% ive also tried overclocking the cpu to numerous frequencies (right now I am at 3.7 ghz) and still no luck and Ive also tried overclocking the ram but nothing happened. thanks in advanced

MB GIgabyte Arous AX370 gaming 5 (I have the most up to date bois)
CPU AMD Ryzen 7 1700
Cooler ryzen 7 stock wrath rgb cooler
Ram G.skill Ripjaws v at 2133 mghz
GPU Gigabyte gtx 1070 G1
SSD SAmsuns 850 Evo 240gb
HDD WD BLUE 2tb

CS:go is optimized for a few faster cores, so having many low frequency caores is an drawback for cs:go, i7 6700k and 7700k have a higher frequency so thats why they were faster. On short you see only 20% cpu utilization because that is how is coded, to use only 3 cores.

The i5 6600k has a slightly better single core performance than the Ryzen which is why you may see a slight drop in frames in CS:GO. The 1700 will perform better only in games optimized for more cores like DOOM.

Also, Ryzen CPU's Seem to be heavily affected by slower RAM frequencies and your 2133 RAM is the slowest DDR4 RAM !
I'll suggest you to get at minimum, a 2400Mhz Vengence.
Basically, what you are seeing is that 20% means the performance of only ~2 cores is being used and 2@3.7GHz<2@3.9GHz (TURBO)

So, lets see.....slower CPU clock speed, slower ram, slower and non-utilized cores and perhaps stock cooling

Is the game not the hardware, i have an i7 7700k and it gives me the same fps as my old i7 950 both with a GTX 960 4gb wich is overkill for csgo, same ssd, same everything but mobo and ram and the game says at around 100 fps. My opinión dont bother with csgo Just go for a New game.
BF1 se es to be the game now.

I am planning to buy a kit of g.skill tridentz 3200mhz would that help?

That would help to some extent.
Be sure to update your bios before upgrading because some motherboards are having problems with high mhz ram
