HDD slow until device uninstall

Exactly as said in the header, my HDD (WD blue 500gb) is slow when I first boot up my PC (crystalmark: R-50mb W-50mb on average), but when I go into device manager and uninstall and restart my PC, the speed goes to 90mb on average for both R+W... I have a large superstition that it isn't the fault of the HDD, but rather the ports on the MOBO, but I have no idea :(

Someone please help me it's such as weird and annoying thing.

SPECS:
- GTX 1060 MSI
- I5 4690K (OC)
- Gigabyte z97-d3
- 16GB DDR3 Corsair Vengeance 1866mhz
- 500W B+ EVGA PSU
- WD 500GB Blue + Samsung 840 EVO 250gb

    The drivers I think? I don't exactly know what it uninstalls but what I know is that I go on device manager > disk drives > HDD > uninstall
  3. that means you remove the WB-500GB HDD from the system.
