Brand new GPU making loud hair dryer noise. RMA?

Got a brand new R9 380, plugged it in. Keeps making loud hair dryer noise.

I changed the expansion slot, re-seated the gpu. Attempted to install drivera, but after installing AMD Overdrive (what I need to look at fan settings) I get a blue screen.

This is new build done last night. Going to attempt to roll back, install all motherboars drivers then try to reinstall gpu drivers. Any suggestions? Should I just RMA?

Sounds like it's overheating and, unless your case airflow is poor - you may well want to start the RMA process.

Do you have long enough to monitor temps? HWMonitor, AMD OD etc....

The GPU should be pretty near idle usage from what you're describing, so shouldn't be overheating.

Can you also post your full spec?

I've just contacted XFX, so I've begun the RMA process.

Air flow is fine. I have a i5 6500 + CRYORIG H7 CPU Cooler + MSI Z170A Pro, 2 extra case fans, Single 8GB stick, etc.
I've restarted the PC several times through testing, even leaving the front case open so air doesn't seem to be an issue. and I'm currently reinstalling Windows after AMD Overdrive has given me a blue screen several times (Hint hint that its the GPU) so can't test anything at the moment. I've reverted to onboard graphics.
