A cheap, silent liquid cooler equal to or better than my current hyper 212 Evo?

It's plain and simple. I'm getting a new case which supports a 240mm radiator configuration and want a liquid cooler to go with it. I'm currently using the hyper 212 evo though. So it's a simple and straightforward question. What is a good 240 liquid cooler that performs at least as good as the evo, and this is the important bit - It NEEDS to be quiet as possible. I can't stand noise. Leave me any suggestions or links below, I'm really struggling.
I've also been considering this:

Let me know if this one is any good (Sorry if I'm not very knowledgeable)

I've never used it myself, so can't say for sure. Only you can determine if it's worth the money.

Personally, considering it's about as quiet as an NH-D15 but not quite the same level of cooling performance..... I wouldn't say it's worth the money (to me).

I'd say simply, just because your case supports 240mm Rad's, doesn't mean you shouldn't necessarily use one. If you want to go for it, sure. I'd also ask you report back with your experience - how your temps look etc.

First off, there will always be pump & fan noise. You can limit the noise with optimal fans etc, but you'll never get "silent".

Now, I'm not aware of any 240mm AIO that'll perform worse than a 212 EVO (at least from any reputable manufacturer), so you'll be fine there.

What kind of budget are you looking at?

The LEPA EXllusion seems to be a fairly quiet AIO

I've never heard of the H1200 Pro Kuhler
Looking up some tests though:

It's noise level appears to be comparable with an NH-D15.....which is a pretty quiet air cooler with Noctua fans.

Not going to be the coolest temps you'll ever see, but it does appear to be quiet.

I'm fully aware there will always be noise, I just want to get as close to silent as I can. My budget is about £70 so a cooler at that price would be great.

So you'll say it's worth the buy and money? I don't have full knowledge on what makes a liquid cooler perform well, so I just needed a little clarification.
