The i7 is still a decent CPU, and the 970 a good card. You probably can't do better in terms of absolute performance with new components. However, the biggest drawback is that replacement motherboards are getting hard to find for the i7, and those components are already 5 years old and definitely out of warranty. Next thing on my list would be the lack of modern connectivity options, such as USB 3.1 / Type-C, M.2 / NVMe, PCIe 3.0, and Optane support.

The older OC'd i7 would have an edge over the newer, locked i5, but the GTX 1060 is a much better graphics card. You're paying 80 quid more but you'd get a warranty on everything, and you'd have upgrade options without requiring you do a complete rebuild.

EDIT: I don't think either is a poor choice. The i7 system is priced low enough as to be attractive, otherwise I wouldn't even consider it.
