hello guys, this problem started 2 days ago, i tried every solution i could find but nothing worked, I am not interested in the "auto-hide" and the "lock task bar" solutions since they are not what am looking for. In addition, restarting the "explorer.exe" is a temporary fix the problem come back couple of mins later. i also tried disabling the display scaling on high DPI settings on google chrome and it didn't help. i am running the latest chrome update and the problem only seems to be from google chrome.

I had this problem up until recently, and it started manifesting itself in different ways. It got to the point where I couldn't open up my start menu. I ended up reinstalling Windows.
damn, seems like this is a common problem in the latest update since some of my friends that are running windows 7 with the latest chrome update are facing the same problem... hope this gets resolved fast, this problem is so frustrating.

I actually just noticed you said this was happening in W7. I had these symptoms in W10.
God damn Microsoft. lol
