FPS low in Csgo

Hi my friend used to have 150 fps on every map on csgo the lowest it would go it like 90. just one day he is only getting 30 fps when looking at a wall and like 15 fps when shooting if there is any fix could anyone tell me please. also he can spend 200£ on a new gpu or 200£ on a new mobo and cpu to make csgo better. Thanks

no he has the cable plugged into the graphics card would it matter if it was a vga cable?

I mean, VGA is shit, but it shouldn't kill his FPS. I would try to get a better cable anyway
