Bandwidth Speed Control [Huawei CG1241]

Hi.
I really need to control the DL speed of some of the devices on my network because my cousins keep eating away at my bandwidth with their 24/7 movie streaming. And since I am on a metered connection, my isp will slow my speed down to 1mbps once I hit the data cap.
I have checked my modem settings and cant seem to find any bandwidth control options there like other routers. I have a Huawei CG1241 cable modem which was provided by my isp and it seems to be completely off grid. Seriously, the only related thing I found when I googled the model number was the FCC page which shows the details when Huawei registered the hardware.

So, anyone here who knows how to control the bandwidth without buying a new router? I would like to do this without spending on a new router if possible, plus I am not sure I can find any routers that support my connection locally because I am connected using a coaxial cable.
 
You would have to look at the QoS setting to see if it has the ability to limit to a fixed bandwidth. This is not a common feature on ISP provided routers. Even on other routers you have to look at the features it is not common on inexpensive routers. Many people load third party firmware but that is not a option on most huawei.

If you are looking for a monthly bandwidth cap the only version that I know that has that is a third party firmware called gargoyle and that is not supported on many routers.

Yes. I am aware that I can control bandwidth with QoS settings. I used to have that in my previous ISP's router which was a TP Link one. But this one does not even have that option in settings lol. I have searched every single section in the router settings.
