Processor i7-4790S
Ram DDR3 12GB
Card GeForce GTX 950

I want to know if my computer will take it and if I will see a big change in FPS since I want to get BF1 and run it on high graphics. Thanks.

Solution
yes, big difference in FPS.
yes, 1070 and 4790s are great together.

what motherboard and power supply are you running? I have to get going, so google 'PSU calculator' and plug your components in to see if you have enough power to handle it.
Also, if you can build the pc you're looking to have on pcpartpicker, that'll take care of potential compatibility problems.

im a little worried about touching and removing stuff in my pc I don't want to break anything lol. I will try though

You shouldn't have to remove anything. The PSU calculators only require the generic equipment you will be using, like how many ram sticks, what type of GPU, CPU, etc.

Pretty sure that is my wattage so do you think I will be able to?

GorillaSTE What is the precise manufacturer and model number of your power supply? The wattage figure isn't sufficient to answer your question.

If you sold your used GTX 950 on Ebay, you could get at least $75 - $80; maybe more depending on it's AIB partner (e.g. EVGA, MSI, etc). If your power supply is subpar, you could use the proceeds from the GTX 950 to buy a brand new top quality PSU (below).

EVGA G2 650
$99.99 ($5.99 Shipping)

Yes, that is the power supply mfg and model. No, you should absolutely not use it for a GTX 1070. It only has a single 6+2 pin PCIe connector. Also it supplies only 400 maximum watts, and 520 peak watts. Please buy a new power supply today. My recommendation is above: it comes with a 7 year warranty, gold efficiency, fully modular and has enough wattage for up to a future GTX 1080 Ti or Titan X. But if it's above your budget, then let us know and we'll try to accommodate.

These two choices (below) are $20-$25 cheaper. They are a step down from the EVGA G2 650 but still high quality and light years beyond the quality of your current Insignia.

SeaSonic SSR-650RM
$79.90 ($69.90 after $10.00 rebate)

Maybe you got lucky and your PSU is the good one. I wouldn't chance it, it is a ticking time bomb. I don't know that I would try to run even a GTX 1050 with that PSU.

I really can't tell if you are a bot or not. I keep saying that I got a new crosair psu but now I have an annoying problem since i got it when ever I move my mouse it makes a subtle beeping noise.

GorillaSTE SR-71 is definitely a real person. Your earlier statement has a broken sentence structure that made it unclear. Regardless, glad you got rid of the Insignia.

I suspect the beeping mouse happening after upgrading PSUs is a coincidence.

* Is this what your mouse sounds like? According to a video comment, it may be because of the xbox controller driver from the latest win 10 update

I fixed it by plugging it into my sound card instead of my mother board
