The screws are likely for
A) Securing motherboard into the standoffs
B) Securing the power supply
C) Screwing in hard drive bays if applicable
D) Screwing in an expansion card in it's case slot
Not all screws will wind up being used, don't look at the case, look at what's missing on the componentry.
