CPU EZ-Debug LED on. Display won't post not sure which component is defective.

Alright first I'll list my components.
CPU: Amd Rysen 5 1600x
GPU: Nvdia MsI Geforece GTX 970
Mobo: MSI Gaming Pro Carbon x370
Ram: Corsair Vengeance RGB 3000 MHz 2x8 Ddr4
Cooler: Corsair H110i
HDD: Seagate 1 TB
SSD: Crucial 250GB BX100
PSU: EVGA 650G Supernova
Chassis: Phanteks Enthho Luxe

(Not sure if relevant, but some parts are recycled from my old build)
Old build-
CPU: AMD FX-6300
GPU: Same
MOBO: Gigabyte 990FXA-UD3
Ram: Hyperx Fury 4x4 ddr3
Cooler: Corsair H55
HDD: same
SSD: Same
PSU: same
Chassis: Enermax Ostrog

Alright, so I decided I needed a new build about three months ago and started allotting my funds towards it. I checked compatibility as it was updated for the new AM4 socket. I got all the parts and started assembling yesterday. I turned it one boom straight to BIOS it worked! However I changed none of the settings it will now not post to my screen. Everything turns on when I turn it on; fans, leds, but when I turned it on the first time my keyboard and mouse both lit up and worked, now they don't light up, as if power was not being supplied to them from the USB. Now I have two ideas of the components not working. It's the CPU or mobo. When I turn it on the EZ Debug CPU led goes on and off. Not blinking but just randomly switching. There is also an unmarked led that turns on that's hidden by my GPU near the first PCIe slot. This LED alternates with the other. Honestly if anyone could just give me the steps to troubleshooting, I've read plenty of threads, but can't seem to follow along or find a solution. Ask any and all questions I'm a bit frustrated with the 800 I spent and hope there's a way to avoid returning and paying for shipping to get what I'm owed.
 
Solution
Try the RAM in all the slots.
Verify monitor functionality (with another computer, laptop, cable box, etc.)
"Borrow" a video card from your local computer store to test (buy it for testing - return it when done).

Alright I gave that a try and still nothing, however where as it my monitor usually just says black, it turned my monitor on saying "hdmi no signal". LED still shining bright

Well I put my video card back into my old build and it worked, so I know it's not the PSU, or GPU, or drives.

I did what you said and reset the CMOS from the other questions I've seen regarding this situation and it's fine. I'm in the bios now and don't want this to go again. I have the GPU, CPU, and one ram in. What course of action should I take to plug in the drives and remaining ram stick.
 
Update the BIOS if not fully up to date
Test each RAM stick individually - see if it posts
Then try adding more RAM (start with pairs - see if it posts)
If you can get it posting with all 4 sticks, plug in your boot drive, install your OS, and run some burn-in tests
