Hi. I have recently optain an Optiplex 790 MT for free amd have been wondering what I need to upgrade/replace to turn it i to a gaming PC. It has an i5 2400 3.1 Ghz CPU. I plan to upgrade the GPU with a GTX 1050ti but came to find out that the stock motherboard only allows 35 watts for the GPU. I would like to know what's the right motherboard I need. I would also like to know the recommendations to what power supply to get that is 400watt PSU or higher that could fit inside. Thank You

you are lucky, it has a standard 24-pin mobo connector

so you can get any psu you want

I recommend this...
OptiPlex can be tricky depending on the model you have, SFF, MT, OR LT (compact mid tower ort large tower) hopefully Mt or LT.
easy to get more details about your OptiPlex 790 by reading to me the " service tag " number on the label (probably ion top or back of unit) if not found boot in bio and it should read it in there in main details screen

I5-2400 is not bad, depending on the motherboard you Might be able to upgrade it to an I7-2600 or if lucky to an I7-3770.(yes some board will accept next gen cpu's).

upgrading the gpu if midtower or bigger case should not be a big deal, a 1050ti doesn't consume much power but once you get the service tag out we can appreciate what power supply is in your case (or you can open cover and read label out to us as well) and we can check size format,. if standard ATX or nor will depend what upgrade can be done.

I recommend this:

https://www.newegg.com/Product/Product.aspx?Item=N82E16817151094&nm_mc=AFC-C8Junction&cm_mmc=AFC-C8Junction-PCPartPicker,%20LLC-_-na-_-na-_-na&cm_sp=&AID=10446076&PID=3938566&SID=

since the mobo's pcie slot only provides up to 35w you are going to want to get a card with a 6-pin power connector for additional power delivery

your i5 2400 is still a good cpu, I suggest jumping up to a rx 470
