CPU problems while gaming

So while I am gaming my CPU is not using its full power, it goes between 35% and 65% of usage, the temperatures are cool, but the problem is, is that when I monitor it, all the cores stay at 800mhz and once in a while go up to 1000mhz

I have overclocked my CPU to 4.4 ghz (using i7 6700k) with 1.25 cvoltage and llc level 5.
I do not know what is happening or what could be the case of it not even going higher than 1000mhz

Which gpu do you have? Feels like gpu is bottleneck. You maybe need an upgrade.

Try updating your bios and check if there is a turbo mode or something on. These things affects sometimes.

Turbo mode is the factory overclock that automatically overclocks to a specific limits set by the intel/amd. this may override your overclocks.
