Unusable partition hdd

What happened was I took apart a working external hdd when I put it into the computer and in the sata port it says there are 2x unallocated partitions one partition has 2048gb and I can make a new volume with it but the second partition is 746.52gb and I can't do anything with it.

It seemed to work fine any time I unplug it from the pc and put it back in the enclosure

Then there is some hardware in the enclosure to make the drive work with your system. Just use it in the enclosure if it works there and get a bare internal drive and check your motherboard manual about any size limitations. I got a 3 TB external drive that would not work in my older system, worked fine in the enclosure though.
Not all computers can work with a drive over a specific size on the SATA ports, but will with the enclosure. If you don't mind taking a chance at the drive not working at all even in the enclosure, you can use diskpart to fully wipe the drive of all partitions then try to create a new one using disk manager.
