Is the dual BIOS the same as the main one or is it just a worse one for an emergency?
I have a GIGABYTE GA-H61MA-D2V (rev 2.0)

the idea of have two bios is that if the first one decides to do something weird and fail, the second one takes control while the first one restarts but the mainboard keeps running so you don't loose time or information in the process

afik, if the first one dies, the second one will not let the system boot, it is not a replacement for a dead bios, is just a backup for the moment of a possible error, which i must say is very uncommon, only for overclockers could be useful in reality

Note however that it would be of no use, if the backup BIOS would not support currently installed CPU. So it should work like this: when you update Main BIOS, after it is updated, system should update Backup BIOS too. The big Question however is if it works this way.

there is a process to update them. its just not in his manual which is annoying. I know you can do it, just how. IT may show in the instructions for updating the normal bios. I would assume there is a read me in the zip file for bios
