CPU is running 100 percent on core 1 but GPU at 80-90

My i5 6500 for some reason in GTA IV is running max when my GPU is running anywhere from 80-90 sometimes hits 100 then it spikes down due to cpu at 100 on core 1. (16GB DDR4 aswell) Im thinking it is a GTA IV optimization issue cause its the only game. (Besides PUBG), but it has arse optimization to.
 
Solution
GTA, I think is cpu limited and single threaded.
Usually, at least on windows 7, you see 25% CPU busy across all 4 threads.
That is just windows spreading around the activity across all available threads.
I might guess that you are running on windows 10.
If so, performance would be a bit better if a single threaded task is dispatched on a single thread, making better use of cpu cache.

Oh yeah sorry R9 380X, also its drops the frames down to 30-40's sometimes. And GTA V ultra with FXAA and AA off runs at 40-60 frames.

Oh okay so its cause its a single threaded game, if so I kinda noticed that due to Core 1 being so high with the rest at 50-75 while Core 1 is 100.
